This documentary is from 1998. The STAR WARS government research project is about the construction, testing and development of an earth based solar wind to effect the magnetosphere such that weather modification and control might be possible. The eventual power output is huge -- in the range of giga watts! -- it's really worth a watch. The video is approximately forty minutes.
